Dmitry Rowan is a writer and scholar with a longstanding fascination for the quiet machinery of law, money, and statecraft. An enthusiast of history in the grand tradition, he is drawn to the overlooked institutions that shape nations.

His debut book, The Untold Story of America's Sales Tax, follows one such institution across five thousand years: the modern sales tax, and the quiet rules and habits that shaped how people live and trade, and how they came to be that way.

The project began with a simple question: why do some purchases get taxed and others do not, and who decided that. Chasing the answer led backward through centuries of tax law, trade disputes, and quiet political compromises, then forward into a book meant for curious general readers, not specialists.

His personal background is in international finance, law, and cross-border tax advisory, a vantage point that first drew his attention to the quiet rules governing how money moves and how it is taxed.
